WGU was formally established in the United States in 1997 by the governors of 19 states in the United States. This is the first time it has been proposed. At the annual meeting of Utah Governor Mike Levitt, in June 1995, the Western Governors Association formally proposed the following month and signed each state governor’s commitment in June 1996 to $100,000 This dynasty launched a new competency-based university. Although seed funding is provided from government sources, the school will be established as a self-sufficient private non-profit organization. In January 1997, 13 governors were present and signed the statutes for the official launch of the new university.
 
In August 1999, WGU launched its first degree program, including an Associate of Arts in General Education, an Associate of Technology in three applied arts degrees, and a Master of Arts in Learning and Technology. In December 2000, Genevieve Kirch became the first graduate of WGU. Kirch has a master's degree in art, learning and technology.
 
In 2001, the U.S. Department of Education allocated 10 million U.S. dollars to establish a normal college and opened a major in information technology. In 2003, the university became the first school to be accredited by the Inter-Regional Accreditation Board in four different regions. In 2006, the fourth college, the Health Vocational College, was established, and the School Teachers College became the first online teacher preparatory course to obtain NCATE certification. In the first half of 2010, the state branch, WGU Indiana, was established by Mitch Daniels, Governor of Indiana, for the first time that the school reached 20,000 students. In 2011, the Bill and Melinda Gates Foundation provided $4.5 million for the creation of WGU Indiana and WGU Texas and WGU Washington.
